Marc Herbert is the only one of the Bulls' 11 winter signings to miss Sunday's Super League opener.
The Aussie scrum half has failed to recover from a hamstring strain suffered in the final pre-season friendly against Wakefield in time for the Millennium Magic clash with Leeds.
It means fellow new arrival Kyle Briggs is set to start at scrum half, while Brett Kearney appears the likely option to partner him in the halves.
But coach Mick Potter could also deploy Patrick Ah Van at stand-off if he decides to keep Kearney at full back.
Meanwhile, Leeds include new signing Weller Hauraki in their squad even though the former Crusaders back-rower is still waiting on RFL clearance before he can play.
