SIR - Councillor Matt Edwards says the reason for the council borrowing money to fund services is 'chronic underfunding...by this Conservative government' ('Financial lifeline will cost city dear in future', T&A March 5).
People may have forgotten that local tax money was shared from rich councils to poor ones with greater needs, the Rates Support Grant.
It was levelling up in practice. Since 2010 the government has cut this transfer to nothing and Bradford Council has lost 60per cent of its income.
